Circumstances of Disappearance: Lubin Phipps has severe dementia and may appear confused and distressed. He is described as a fast and determined walker. Phipps is originally from the Virgin Islands and speaks with a heavy accent. Police say that much of what he might say to a stranger would likely reference the Virgin Islands. Police said they believe Phipps is no longer in Watkins Park, and that he likely ventured into a nearby community, such as Mitchellville, Bowie or Upper Marlboro.
Last Seen Wearing: A beige, long-sleeved shirt (pictured), tan pants and sandals, but some of his caretakers remember him leaving his home wearing a blue shirt.
Identifying Marks or Characteristics: Grayish, slicked-backed hair.
